For example, there is a Thalmor dossier of Ulfric Stormcloak. The line representing its ID starts with "BOOK:" which means this ID is not representing Ulfric Stormcloak himself. Lines starting with "NPC_:" represent an NPC ID. However, there can be multiple lines starting with "NPC_:".
